To the anon you posted - If you remember in a previous episode, we found out Tony is uncomfortable with children. If you tie that back into the Gibbs' conversation, it could be what Tony was saying was he was immature when Wendy and he broke things off and now he is starting to become mature enough to have that kind of relationship. He's ready to stop being a child (in some ways) himself. I don't think he was really referencing a specific character.

Well said, Anon. :) And I agree, I don’t think the point was to think of it in reference to Ziva or any character but really about Tony growing up and finally talking to Gibbs about what he wants in life.
